PACTs mission is to promote the development of young children with special needs and their families through programs providing comprehensive assessments, early intervention services, family support services, parent education, counseling and specialized childcare.
History

PACT: Helping Children with Special Needs began as a demonstration project at the University of Maryland Hospital, Department of Pediatrics in 1978. Funded by Maryland Childrens Medical Services, it was one of Marylands first early intervention programs for infants and toddlers who were at high risk for or who had identified developmental delays. In September 1981, the program transitioned from its status as a university project to that of a private, non-profit organization. The new organization was officially incorporated as Intervention with Parents and Children Together, Inc., but was commonly known in the community as PACT. Later, its Board legally changed the name of the organization to include a better description of its mission, i.e., PACT: Helping Children with Special Needs.

In March, 1998, PACT became an affiliate of the Kennedy Krieger Institute, a decision that brought new resources to both organizations. Although affiliated, PACT retained its own 501-c-3 status, a separate Board of Directors and responsibility for securing funding for its programs. Special Awards

1999 Baltimore County Business Award for a Not-For-Profit Organization demonstrating outstanding achievements in the areas of community outreach, education and impact.

2003 Women Legislators of Marylands Annual Child Care Challenge Award for effectively using scarce financial resources, providing care for under-served populations and utilizing innovative methods of serving Marylands working parents needs for child care.

Special Needs:
PACT collaborates with numerous public and private agencies including: the Kennedy Krieger Institute; local Infant & Toddlers Programs; the University of Marylands Center for Infant Studies; Maryland State Department of Education; Abilities Networks Project ACT; Port Discovery; Martin Luther King Early Head Start Program; Baltimore Mental Health Systems; local school systems; ARC; Maryland School for the Blind; Johns Hopkins Hospital and others to help ensure that families with children with special needs or other challenges have access to the services they need.
PACT staff members participate in the Baltimore City Infants & Toddlers Interagency Coordinating Council (I.C.C.), Maryland State Department of Education Office of Child Care, Child Care Advisory Council, the Abilities Network Advisory Council, and Child Trauma Prevention and Treatment Group.
In addition, PACT staff and Board members have joined other non-profit organizations in advocating with state and local leaders about the need for programs serving children with special needs.
