Early Learning Center. A Keystone Star 3 level program WPCC provides high-quality early childhood education for children ages 1 to 5. The WPCC Early Learning Center participates in Pennsylvania’s Pre-K Counts program for children 3 years old and up. We welcome TANF and State Child Care Subsidy. For more information contact the community center and ask for an appointment to tour the Early Learning Center.
