Head Start programs are funded by the U.S. Department of Health and Human Services. Telamon operates three types of Head Start programs for low income families: Head Start (for children ages 3 to 5 years old), Early Head Start (for children 0 to 3 years old and pregnant women), and Migrant and Seasonal Head Start (for children of eligible farmworkers ages 0 to 5 years old) Children with disabilities are encouraged to participate in all programs.

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

Special Needs:
Head Start helps all children succeed. Services are offered to meet the special needs of children with disabilities. Most children in Head Start are between the ages of 3 and 5 years old. Services are also available to infants and toddlers in selected sites.
