The Training and Research Foundation Head Start Program is operated on the premise that the focal point of the activities and services provided must be family oriented and must be geared to working with children, their environment and areas of effective relationships with people.
It is our belief that the Head Start Center must make a viable transition from the old concepts of the Child Development Centers into an expansion of services and activities bringing together all available resources for utilization by the family unit at the classroom or center level, if quality and relevant programming for children is to occur.
The Training and Research Foundation program will provide services to children and families to expand the child’s mental and physical capabilities to their fullest extent. It will help both children and parents grow socially, as well as help parents become directly involved in a meaningful manner in the education and overall development of their children. The support to parents for such growth will be individually provided based on parent interests and needs.
The experience of Training and Research Foundation dictates that the nature of the service provided must vary in order to meet the individual needs of neighborhoods spread throughout the areas served by the program.
It is further our contention, that while certain rigid standards and staff functions are necessary to maintain program quality, flexible schedules and specific work assignments are the cornerstones of being able to respond as needed, within all the service areas offered by the program to gain maximum program effectiveness.
It is the general philosophy of Training and Research Foundation to make staff available at times when need is greatest to work for the families and their children, rather than expect those enrolled families to fit into a program that may not truly meet their individual needs.
Training and Research Foundation intends to perform such program functions as assessment, planning, review and evaluation on a regular ongoing basis to avoid the pitfalls of “program regularity” that sometimes no longer meets families’ needs due to a variety of constantly changing circumstances.
Training and Research Foundation is committed to assure that parents will be involved in all program operations, decisions and assessments, as our overriding philosophy is one that believes the receivers of the program services, namely the parents, know best what their needs are, and program staff are responsible to work toward meeting those need
