Established in 1969, Parents In Community Action, Inc. (PICA) is the federally designated Head Start grantee for Hennepin County. PICA supports the Head Start philosophy that parents are the primary educators of their children, and involves parents in all aspects of program design, operation and administration.

To carry out this mission, PICA offers six separate Head Start program options, Early Head Start and several programs, all based on the Head Start model, to serve low-income infants, toddlers, preschoolers, and their families.

Children enter the world ready to learn. PICAs Head Start and Early Head Start programs help children build on this natural ability. PICA respects each childs individuality and honors his/her cultural, ethnic, and family heritage. Our child-centered curriculum, the New World Curriculum, focuses on the interests, learning styles, and developmental needs of the individual child and helps each child develop self-esteem, self-help skills, and socialization skills.
Parent involvement is the most important part of Head Start and Early Head Start. At PICA, parents have decision-making power and are involved in all parts of the program.
