The mission of the Early Head Start program is to promote healthy prenatal outcomes for pregnant women enhance the development of very young children and promote healthy family functioning. EHS was created by the U.S. congress in the reauthorization of the Head Start Act in 1994 following the increased awareness of the importance of early brain development and the potential to make a lifelong impact on children who receive services in their most formative early years. Early Head Start offers a full array of Head Start services to children ad families based on the understanding of best practices for infants and toddlers. Early Head Start services are provided at two sites; the Susan Patricof Head Start Center and through a collaboration with a local mother/child residential treatment center. The treatment program is for dually diagnosed (MICA) women and one of their children under the age of three.

The basic underlying philosophy of the Head Start program is to benefit children through quality early childhood experiences and effective intervention which can best be accomplished through high quality comprehensive services to children. Head Start understands that children live in the context of their families and communities; therefore family services and community involvement are critical to an effective model of services.
