In 1996, CDRs Early Head Start program collaborated with the Williamsburg-James City County Public Schools to open a First Steps Child Care and Development Center at Lafayette High School. In 2009, the schools and CDR discussed the possibility of moving the two classrooms from modular units to the space that had once housed the schools automotive shop. Later that year, the Office of Head Start announced that funding from the American Recovery and Reinvestment Act was available for Early Head Start expansion. CDR applied for and received funding to renovate Lafayettes unused space and double its capacity to serve young children. In February 2011, 32 infants and toddlers and their caregivers moved into a beautiful, state-of-the-art facility with four classrooms, office and storage space, a kitchen, and a grassy outdoor play space. As an added benefit to the community, the center is used for on-site training for the nursing and early childhood education curricula at the high school.
